22 Reformatted FLAGS table using a new flagarg{}{} macro.

1) fixed cover page to have no numbering:
for this:
a) I switched the document class from article to report
b) I used the titlepic package
c) the picture is no longer in the \date but in the
titlepic

2) fixed rotated empty pages (thanks to report class and titlepic package)

3) used cleardoublepage after \tableofcontents to ensure even number of paghes before start of document

4) changed BibTeX style to mn_titles (which I wrote, modifying the mn.bst to include article titles in {\sf ...} font.
